THE MATRIX CONTRACT: NO FRONTS (FEBRUARY 2024) Let's examine file 2023/0283, formalized on February 26, 2024. At that time, the contract was signed directly with the parent company: RAFAEL ADVANCED DEFENSE SYSTEMS LTD, based in Haifa, Israel. The amount amounted to 207,100,000 €. The Reality: It was formalized months after the Government promised there would be no new agreements. As we can see, there are no subsidiaries here. The technical and financial relationship goes straight to the Israeli state parent company because, according to the legal document, they are the "only ones qualified". 2. THE HIDING MANEUVER: THE "SCREEN" SUBSIDIARY So that today, March 30, 2026, no one finds this data when searching for "Israel" on the Contracting website, they have changed the strategy: inserting companies with a Spanish NIF. The trick: This company is 100% subsidiary of the Israeli Rafael in Spain. However, when searching with the name of the Spanish subsidiary, the contracts appear. They have "Spanish-ified" the process so that the ethical trail is invisible to the citizen. 3. THE 2023 DATE TRICK: AN OLD CONTRACT? 2023 is the "signing" date, but not the execution date. These contracts are multi-year. What does this mean? That the Spanish Government is still releasing public money today, March 30, 2026. The invoices are paid month by month and year by year for the maintenance and supply of those missiles and weapon towers. That the paper was signed in 2023 does not mean the relationship has ended. 4. THE PROOF OF THE "PAPER THAT DOES NOT EXIST": THE WITHDRAWAL RESOLUTION OR MUTUAL CONSENT RESOLUTION If the Government had truly turned off the tap, in the file we would not see the status of "Awarded" or "Formalized". For the embargo to be real, today, March 30, 2026, an official physical document called Withdrawal Resolution or a Mutual Consent Resolution would have to appear. That is the only legal document that cancels a contract and stops the payments. As long as that paper does not appear signed on the platform, the contract remains legally "alive". Without that resolution, the Treasury system does not stop and the transfers of public money continue to automatically go out to the parent company in Israel. No sleight of hand: if there is no published withdrawal resolution, the contract is being executed and paid right now. CONCLUSION The Sánchez Government is once again playing with language.
